Keyboard press twice to make apostrophe and dumb quotes ', ", ~ problems

This is an annoying problem where it requires to press twice on the keyboard to make apostrophe ', ", and ~. After pressed the keyboard twice the character will come up but double and you need extra effort to delete the replica. To solve this problem do the following

In the Windows run box (Windows+R) type control intl.cpl or control international. Or
Windows Start>>Control Panel>>Region and Languages

1. Click the "Keyboards and Languages" tab
2. Click "Change Keyboards..."
3. Change the keyboard to "English (United Kingdom) - US" as the default input language, meaning you set the keyboard to US, not US-international
