You might get this message "!Warning: No Shipping options are available. Please contact us for assistance!" when setting up the open cart store. The problem actually lies in the shipping options. When there is no shipping options are enabled or not setup for a specific region it will prompt the message during order checkout by the users and thus stop the transaction from complete. In order to solve this just go to the shipping option as shown below and enable the relevant shipping option and edit according to the region. The picture below should should make it easier to see
